Chris Larkin

With nearly two decades of experience in affordable housing development, Chris Larkin has built a career dedicated to creating and preserving high-quality, affordable homes for communities across the country. Chris has worked with both nonprofit and for-profit organizations, including Bridge Street Development Corporation in Brooklyn, MidPen Housing in the San Francisco Bay Area, Century Housing in Los Angeles, and Brinshore Development in Chicago.​

Chris is well-versed in all phases of real estate development, from site selection and predevelopment through construction and permanent loan conversion. His expertise spans a wide range of financing structures and regulatory frameworks, including both 9% and 4% Low-Income Housing Tax Credits (LIHTCs) and tax-exempt bonds administered by agencies such as the City of New York Department of Housing Preservation and Development, the California Tax Credit Allocation Committee, the California Debt Limit Allocation Committee, the Illinois Housing Development Authority, the City of Chicago Department of Housing, the Arizona Department of Housing, and the Nebraska Investment Finance Authority.​
 

Throughout his career, Chris has successfully secured federal, state and local financing and operating subsidies such as HOME, CDBG, Project-Based Section 8 and VASH, Continuum of Care, Capital Magnet Funding, Community Project Funding, and numerous other local funding sources. ​Chris' core skills encompass the critical components of real estate development, including deal structuring, responding to requests for proposals, site evaluation and due diligence review, entitlement procurement, project and transaction management, contract negotiation, construction oversight, financial underwriting,  lender and investor negotiations, and comprehensive compliance reporting.  â€‹

 

Chris holds a B.A. in Urban Studies from Morehouse College and a Masters of Science in Real Estate from New York University.
